The resolution was passed with 494 members of the European Parliament (MEPs) voting in favor, 58 against, and 44 MEPs abstaining from the vote.
The European Parliament urged the EU and its member states to introduce a proper legal framework to officially designate states as sponsors of terrorism and consider adding Russia to the list.
The MEPs also called on the European Council to add the Russian paramilitary organization “the Wagner Group,” the 141st Special Motorized Regiment, and other Russian-funded armed groups to the EU’s terrorist list.
According to the European Parliament’s Research Service, the national parliaments of four EU Member States (Lithuania, Latvia, Estonia, and Poland) have declared Russia a “state sponsor of terrorism” thus far.
