The Facts
Russian President Vladimir Putin signed an executive order on payments to citizens of Donetsk and Luhansk who were forced to leave these territories and travel to Russia.
The decree, published on the Kremin website, authorizes monthly payments of 10,000 roubles ($164.60) to every person who arrived in Russia after February 18th.
The decree also mentions financial benefits for disabled and pregnant people.
Putin had recognized Luhansk and Donetsk as independent republics before February 24th.
The UN High Commissioner for Refugees says that more than 2 million Ukrainian refugees have fled to Russia since the beginning of the conflict.
